SCIENTIFIC SECRETARY'S REPORT
The Council took note of the report by the Scientific Secretary, Professor Stapnes, on FP7 projects in 2009-2011, the second annual CERN-EC meeting held at CERN on 25 May 2011 and progress on the Super B project preparations in Italy.
STRATEGY UPDATE PLANNING
Revised composition of the European Strategy Group and of the Preparatory Group for the update of the European Strategy for Particle Physics (CERN/SPC/965/Rev. - CERN-Council-S/076/Rev.)
The Council took note of document CERN/SPC/965/Rev. - CERN-Council-S/076/Rev. and continued its preparatory work for the Strategy Update process by approving the composition of the European Strategy Group, which will propose the Strategy Update to the Council in 2012, together with the composition of the Preparatory Group, whose main tasks will be to collect input from the community in Europe and beyond and to prepare the documentation for the Strategy Workshop that will take place in the second half of 2012.
The Council further agreed that the role and composition of the European National Laboratory Directors meeting should be discussed within the framework of the Strategy update on the basis of a document to be drafted and submitted by the Scientific Secretary and the European National Laboratory Directors' representative.
A JOINT CERN-APPEC WORK PLAN FOR THE PERIOD UNTIL THE NEXT UPDATE OF THE EUROPEAN STRATEGY FOR PARTICLE PHYSICS (2011-2012)

The Council took note of document CERN/SPC/954/Rev.-CERN-Council-S/066/Rev. and, on the recommendation of the Scientific Policy Committee, decided to approve the proposed initial joint CERN-ApPEC work plan for the period until completion of the 2011-12 update of the European Strategy for Particle Physics, together with the proposed implementation details set out in Section 3 of the document, on the understanding that changes to the work plan would be discussed at both the European Strategy Session of the CERN Council and the ApPEC Steering Committee at a later stage and implemented if agreed by both parties.
STATUS REPORT ON TECHNOLOGY TRANSFER ACTIVITIES AT CERN (LESSONS LEARNED FROM TECHNOLOGY TRANSFER DURING LHC CONSTRUCTION PERIOD)
The Council took note of a report by Mr Le Goff, convenor of the high-energy physics technology transfer network (HEPTech), as requested at the September 2010 European Strategy Session, on the status of technology transfer activities at CERN and the lessons learned from technology transfer during the LHC construction period.
The Council, underlining the increasing importance of technology and knowledge transfer, took note that the subject would continue to be closely monitored over the coming months and that dedicated discussions and studies would take place in the framework of the 2011-12 Strategy update process.
CLOSED SESSION
PROPOSED MEMBERSHIP OF THE PREPARATORY GROUP 2011-2012

The Council took note of document CERN-Council-S/081 and of the additional tabled information on three nominations that had not been confirmed on the date of the document's publication, and decided to approve the members of the Preparatory Group for the 2011-12 update of the European Strategy for Particle Physics nominated by ECFA and the Scientific Policy Committee, as set out in Section 2 of the document and in the additional tabled document.
The Council further took note that Member States were invited to submit the names of their representatives in the European Strategy Group by 20 July.
ELECTION OF THE SCIENTIFIC SECRETARY OF THE EUROPEAN STRATEGY SESSIONS

After a single round of voting by secret ballot, in line with the procedure laid down in document CERN/2762/Rev., the Council converged on a single candidate, Professor T. Nakada and then decided to elect him as Scientific Secretary of the European Strategy Sessions of Council for an initial period of three years with effect from 1 July 2011.
