RESTRICTED SESSION

 

DIRECTOR GENERAL'S REPORT

The Director-General gave an oral report on the following matters:

  • Accession of Belgium to the CERN Protocol on Privileges and Immunities
  • VIP visits - Update on Open Access Initiative (SCOAP3)
  • CERN Beam Line for Schools competition
  • Update on the CERN & Society Foundation
  • Implementation of the 2013 European Strategy for Particle Physics within the CERN MTP
  • CERN’s collaboration with EIROforum organisations and on national and international projects - CERN’s action as Observer at the UN General Assembly
  •  

LHC MATTERS

The Council heard a status report on the shutdown activities by the Director for Accelerators and Technology, Dr Bordry, and congratulated Dr Bordry and all the staff, users and external teams involved in the LS1 project on their achievement in keeping the complex programme of work on schedule and within budget.

 

STATUS REPORT ON THE PREPARATION FOR CERN’S 60TH ANNIVERSARY

The Council heard an oral report by Dr S. Schmeling on events being organised at CERN and in the Member States to celebrate CERN’s sixtieth anniversary.

 

CERN PENSION FUND

The Council took note of statements by delegations expressing appreciation for the instructive and informative “Workshop on Fundamental Parameters, Frameworks and Terminology relating to Pension Funds”, which had been organised on the afternoon of 17 September and had laid solid foundations for the Council’s ongoing discussion of Pension Fund matters. The Council also heard a presentation of the “Comparative study of pension schemes” by the study’s authors Mr J-F. Poels and Mr A. Michelet from the International Service for Remunerations and Pensions” (iSRP).

 

EUROPEAN STRATEGY MATTERS

The Council heard status reports by:

  • Dr S. Stavrev, Head of CERN’s EU Office, on plans responding to calls within the EU’s Horizon 2020 programme and on the implementation of the CERN-EC Memorandum of Understanding,
  • Professor M. Krammer, ECFA Chairman, on the 2014 activities of Plenary and Restricted ECFA,
  • Dr I. Tracey, coordinator of the HEPTech technology transfer network,
  • Dr J. Gillies, on behalf of the network of communication professionals, the European Particle Physics Communication Network (EPPCN), and by
  • Dr H. Beck, on behalf of the network of outreach correspondents, the International Particle Physics Outreach Group (IPPOG).

ENLARGEMENT PROCESS

Council Resolution concerning the admission of the Islamic Republic of Pakistan as Associate Member State at CERN

The Council took note of document CERN/3142/RA and decided by consensus to adopt the Resolution set out in the document pertaining to the admission of the Islamic Republic of Pakistan as Associate Member State of CERN, in accordance with the provisions of document CERN/2918/Rev., subject to the signature and entry into force of the Agreement annexed to the Resolution.

Proposal to conclude an International Co-operation Agreement with Albania

The Council took note of document CERN/3143/RA and unanimously decided to approve the agreement for Scientific and Technical Co-operation in High-Energy Physics with the Government of Albania, set out therein.

Proposal to conclude an International Co-operation Agreement with Mongolia

The Council took note of document CERN/3144/RA and unanimously decided to approve the agreement for Scientific and Technical Co-operation in High-Energy Physics with the Government of Mongolia, set out therein.

Update on the remaining applications for Membership and for Associate Membership

The Council took note of the oral status report by the Director-General on the progress of the applications from Brazil, Croatia, Russia, Slovenia, Turkey and Ukraine.

Expressions of interest by other non-Member States

The Council took note of the information provided by the Director-General on his recent contacts with Azerbaijan, Bangladesh, India, Ireland and Lithuania.

 

OBSERVER STATUS - CERN-JINR

The Council took note of the information set out in document CERN/3137/RA and unanimously decided to approve the Resolution set out in Annex 1 thereof, pertaining to the reciprocal granting of Observer Status by CERN and the Joint Institute for Nuclear Research (JINR).
