DIRECTOR-GENERAL'S REPORT

The Director-General gave an oral report on the following matters:

  • First results from the CERN Neutrino Platform and the AWAKE project

  • Protocol visits in 2018

  • Winners of the 2018 Beamline for Schools competition

  • Inauguration of the Esplanade des Particules
     

INTERNATIONAL COOPERATION AGREEMENT BETWEEN CERN AND EL CONSEJO NACIONAL DE CIENCIA Y TECNOLOGÍA (CONACYT), THE NATIONAL SCIENCE AND TECHNOLOGY COUNCIL OF THE REPUBLIC OF PARAGUAY

The Council approved the conclusion of a proposed International Cooperation Agreement with El Consejo Nacional de Ciencia y Tecnología (CONACYT) of the Republic of Paraguay, set out in document CERN/3376/RA.

 

LHC MATTERS

The Council heard reports by the Director for Accelerators and Technology, Dr Bordry, and by the Director for Research and Scientific Computing, Professor Elsen, on the latest developments with the LHC injectors, machine, experiments and computing and expressed satisfaction with the good progress made on all fronts.

The Council especially invited the Management to convey warm congratulations to everyone in the Accelerator sector on the successful run to date in 2018 and, in particular, on the high degree of flexibility they had displayed throughout the year to mitigate the impact of technical failures on the scientific programme.

 

COMPREHENSIVE UPDATE ON THE SCIENCE GATEWAY PROJECT 

The Council took note of the information provided on the cost, funding and timeline of the Science Gateway project, set out in a document and in a comprehensive presentation given by the Director-General, and congratulated the Management on its successful fundraising efforts to date. 

The Council expressed its support for the implementation of the Science Gateway project along the lines described in the document, on the understanding that the decision did not yet entail any financial commitments for the Organization. 

 

EUROPEAN STRATEGY MATTERS

The Council took note of document CERN/SPC/1115-CERN/3389, as amended in camera, and unanimously decided to appoint the members of the Physics Preparatory Group (PPG) proposed by the SPC and ECFA; to approve the establishment of the PPG on the basis of the composition thus agreed; and to approve the establishment of the European Strategy Group (ESG) on the basis of the composition set out in the document, as amended, thereby formally launching the update process for the European Strategy for Particle Physics.

The Council further took note of progress reports on subjects related to the European Strategy for Particle Physics, namely the CERN-EC work plan, ECFA and ICFA matters, technology transfer (HEPTech), outreach (IPPOG) and communication (EPPCN).

ELECTIONS AND APPOINTMENTS

The Council unanimously elected Dr Ursula Bassler (France) President of the Council and Professor Peter Levai (Hungary) Vice-President of the Council, each for a first term of one year, with effect from 1 January 2019.

The Council unanimously decided to reappoint Mr E. Mersel as expert member of the Audit Committee for a period of two years, with effect from 1 January 2019.
