DIRECTOR GENERAL'S REPORT
The Director-General gave an oral report on the following matters:
- Horizon 2020 proposals
- Strong progress of the US long baseline neutrino facility (LBNF).
The Council heard status reports by the Director for Accelerators and Technology, Dr F. Bordry, on the preparations of the accelerator complex for the LHC restart, and by the Director for Research and Computing, Dr S. Bertolucci, on the LHC experiments’ preparations for the LHC restart as well as on the progress of their analysis of the data from Run 1, in particular the presentation by ATLAS and CMS of their combined results on the mass of the Higgs boson at the recent Moriond conference. The Council voiced appreciation to everyone involved in LS1 for their dedication and flexibility and congratulated them on the impressive state of readiness of the LHC machine, experiments and computing for the start of Run 2, which looked set to be a great success.
PROPOSED AMENDEMENTS TOT HE 11TH EDITION OF THE STAFF RULES & REGULATIONS
The Council decided to approve the amendments to Articles S I 3.13, S II 3.01, S II 3.02, S II 3.03 and S II 3.04, Article S VI 1.07 of the Staff Rules relating to conflict of interest, learning and development and contract policy and took note of the Finance Committee’s approval, at its meeting the previous day, of corresponding amendments to Articles R II 1.17, R II 3.01, R II 3.02,R II 3.03, R II 3.04, R II 3.05, R II 3.06 and R III 1.03 of the Staff Regulations. Finally, the Council took note that the new provisions would enter into force on 31 March 2015.
PENSION FUND - NEXT STEPS
The Council unanimously decided to approve the text of the mandate for legal opinions concerning the CERN Pension Fund set out in document CERN/3169/RA/Rev.
PROPOSAL TO INCLUDE HL-LHC UPGRADE IN THE ESFRI ROADMAP
The Council took note of a report by the Director for Research and Scientific Computing, Dr Bertolucci, and decided, to approve the proposal set out in document CERN/SPC/1042/RA/Rev. - CERN/3168/RA/Rev to include the HL-LHC upgrade in the ESFRI 2016 roadmap subject to a number of wording amendments agreed during the discussion and on the understanding that delegations would have the opportunity to submit proposals for further amendments to the Council Secretariat by 25 March 2015.
SCIENTIFIC POLICY COMMITTEE - NEW QUESTIONS FROM DELEGATIONS
The Council unanimously decided to approve the questions to the Scientific Policy Committee, proposed by the Israeli delegation, Professor Rabinovici, set out in document CERN/3170/RA.
The Council unanimously decided to approve the Cooperation Agreement with the Department of Energy of the United States of America and the National Science Foundation of the United States of America, set out in document CERN/3174/RA. The Council also heard an oral status report by the Head of International Relations, Dr Voss, on the progress of the applications from Brazil, Croatia, Pakistan, Romania, Turkey and Ukraine.
TOP-LEVEL MANAGEMENT STRUCTURE OF CERN FOR THE YEARS 2016-2020 BY THE DIRECTOR GENERAL DESIGNATE
The Council heard an oral presentation by the Director-General Designate,
Dr Gianotti, and decided - to endorse her proposed top-level management structurem set out in document CERN/SPC/1043/AR - CERN/3173/AR, - to approve the appointment of Dr F. Bordry as Director for Accelerators and Technology for the period 01.01.2016 to 17.07.2019 - to encourage candidates to apply for the positions of Director for Finance and Human Resources and Director for International Relations, which would be the subject of externally published vacancy notices, and - to send suggestions for candidates for the position of Director for Research and Computing to Dr Gianotti.
The Council unanimously agreed to appoint Mr M. Eyton-Jones as Chief Executive Officer of the Pension Fund for a term of office of three years with effect from 1 July 2015.
